I just don’t see how

Barcelona are spending more than 100 (perhaps 150m ) million Euros (Lewa, Raphina?, Kounde) yet don’t have enough cash to register their free transfers.

They can't register their free transfers because of the wage cap based on a club's income, not because of whether they could afford them. Messi wasn't allowed to just play for free, La Liga rules state that a contract has to be a minimum of 50% of the previous contract, hence why they couldn't offer it.
 
Money is no object this TW, £150m in the kitty to burn plus CL money and sale of few fringe players makes it in the excess of £300m, should go for marquee signings, compete for the title and a couple of cups for the trophy cabinet.

I suspect the club did a pretty full due diligence on Bissouma before he was signed - don't forget Levy knows their owner Bloom and Spurs employed their managing director, Barber so we might well have a lot of inside information concerning the allegations and the investigations. No idea more that anyone else reads but perfectly possible that police interest in Bissouma is now limited to him being a witness to his 'mate' (thought to be uncle) conduct and not his conduct. But I'm sure there will be a further update from police in due course
