Liverpool are the prime example of a team that could unlock the tightest defences without a creative central midfielder. Especially their title winning side. The creativity came from the system, the counterpressing, front 3 and full backs. Coutinho was sold and they didn't look back.

If we get richarlison for 30M it;s ok, but it will be big mistake for 60M the same price for Raphinha
I'd still argue Richarlison is more of a game changer for Spurs though - with the frequency of games next season (one month shorter than last season due to world cup) rather than Kane or Son playing say 80% of games as they did last season, I see both only playing say 70% with Richarlison playing the remaining 30% of Kane's and same for Son, so he plays 60% of the games.
Leaving Moura as a general purpose sub and covering perhaps 30% of RW position with Kulusevski playing 70%.
So I think Richarlison is a big upgrade for us - and preferably I'd like another forward in (creative type) as we are still very tight in forward positions
