That's nearly right; except HG itself is split into 2 categories and club trained U21s are unlimited.It's more of a NON-HG quota issue for us, right? We can have 17 NON-HG players no matter what and we can add eight players to that if they are HG or u21?

I don't think we need full 25 man squad, but we do want 2 players for every position. As 3 goalies, that means 23 man squad is what we want as a minimum.We don't have to fill every single one of these slots. 20-21 players are probably more than enough barring any crazy slew of injuries.
You make a valid point.I think we're unnecessarily concerned with the HG numbers. If we didn't have any HG players, yeah that would be an issue as we would essentially only be limited to a 17-player squad for CL plus under-21s. So worst case we have a smaller squad for CL. But the main rotation between CL and EPL will be about 17-18 players anyway, with the rest featuring mostly in domestic cup competitions, so I don't see the issue if we don't have a full 25 for CL. We don't have to fill every single one of these slots. 20-21 players are probably more than enough barring any crazy slew of injuries.

Yes but Europe is the high bar of HG rules. If our playing roster meet the requirements for Europe then we also meet the PL rules. So the UEFA rules are what we need to judge ourselves against.This is just for Europe. The welsh are ok for PL.

With 5 subs, though, we can do with a slightly smaller squad.Not with next season certainly as the season is one month shorter due to world cup, but same number of matches.
That ill mean matches being played weekend and mid week pretty much every week of the season
In turn that means squad rotation is essential (and the reason why 4 subs will be allowed next season), and injuries will not be able to cope with as non injured players will need to play more. And 2 or 3 players out injured is not uncommon - just look how we ended last season with 3 out injured even though in 2nd half of the season most weeks were only playing one game a week as we were out of europe.
So 23 players is a minimum we need, and 24 is better.

Pretty common to find teams with 3 out injured at any one time ...... and with increased playing frequency that number goes up.
Good news is club are showing every intention by increasing their HG quota to try to get to 23 or 24 players.
