I think you'd need to question Spence's mindset if such is the case. We know he's talented, we've seen it. He was a club buy, so even if Conte didn't fancy him because he wasn't his pick (which I think is a load of Bollox anyway), the club wouldn't be looking to offload him so soon after buying him in the first place.
I'm inclined to think this snippet is rubbish now that I've thought about it a bit.

The only logic I can see is that the buy deal included a lot of appearance and performance add-ons. So Spurs selling now might save on what they owe Middlesbrough. It was a club signing. Seen as an investment, Spurs could make a decent return.

Even Conte said Spence is an important player for the future at Spurs. Loand no buy option is what makes sense.
Or ya know we can just keep Spence and buy Raya in the summer
