As someone who watches Serie A, Domenico Berardi is neither a player we need nor is he someone who looks like would do well in the Prem. He is a very good player in the Serie A though.
If we want players from Serie A that are realistic (not your Kvaradona’s of this world) to sign, relatively cheap for Premier League standards, still at a decent age and/or has potential and that would fit Angel’s style of play I would go for:
Maxime Lopez (Sassuolo), Sofyan Amrabat (Fiorentina), Lobotka (Napoli), Ibañez (Roma), Solbakken (Roma), Singo (Torino), Caprile (Bari - Serie B), Dodô (Fiorentina), Ranieri (Fiorentina), Umtiti (Lecce), Hjulmand (Lecce), Rabiot (Juventus), Maehle (Atalanta), Provedel (Lazio), Hysaj (Lazio), Boulaye Dia (on loan to Salernitana from Villarreal), Gosens (Inter), Nico Gonzalez (Fiorentina), Muldur (Sassuolo)
Though I don’t know how any of these players would pan out in the Premier League, I would certainly be happy with any of these signings were they to materialize.
You don’t have to spend stupid money on players if your scouts are good. Bentancur and Kulu are proof of good players coming from Serie A at reasonable prices.
If Tottenham signed one of the above (and assume Vicario was on this list) most of you would say ‘WHO!?’ because you don’t watch Serie A but he is a really good keeper wanted by most of the top Serie A clubs.
I would keep raiding the Serie A as in my opinion, we have had more hits (Bentancur, Kulu, potentially Odogie and Vicario) than failures in it (Gollini).
