Well, it's mainly upto Bologna as they "own" him but Bayern have that buy-back clause so Spurs would actually only be dealing directly with Bologna while they would have to deal with Bayern.
But, as you said, with Kane and Tyl already at the club Bayern shouldn't have objections against Zirkzee being sold.
Besides, he's apparently got an €40m release clause, so if Spurs pay that fee it should be upto Zirkzee.
He was being talked about a bit on this podcast. They really liked him, don't think he would be a prolific goal scorer but really good at bringing people into play. Not particularly great in any attributes physically but good in all.

I know some people don’t rate Gallagher as many didn’t rate Maddison but most of the Chav fanbase and I have seen many comments seem angry to lose him which is always a good sign.

He has been Chavs best player this season and I think will surprise many if he comes to us how useful he can be.

With Gallagher you're not just selling off a key player, you're selling off a legit good academy player to your most hated rival and it's gonna look bad on them if he does well with us which under Ange is extremely likely, homegrown and and England Intl as well, I'd be absolutely fucking livid if had someone like him and had to sell to them.
 

When does the January transfer window open?

The January transfer window in England will open on Monday, January 1, 2024.
That is the same in Germany and France, but the window does not open until Tuesday, January 2 for Spanish and Italian clubs.

When does the January transfer window close?

Premier League clubs have slightly longer than their European counterparts to do their transfer business.

The window will close for English teams at 11pm GMT on Thursday, February 1, 2024.
The Bundesliga transfer window ends at 5pm on the same day, while it is Wednesday, January 31 for those in Ligue 1.

La Liga teams will have until 11pm on January 31, with that deadline coming four hours earlier in Italy.

I would do it for 3 reasons.

1. To see Chavs protest at their owners for spending a billion quid.

2. To stop Newcastle getting him.

3. He is better than our other B2B 8s not called Pape Sarr. (Benta is a 6 now)

But mostly for #1.

Yeh seems like they have got themselves in a bind, they need the £50m pure profit on the FFP and probably more FFP profit besides Gallagher but it would be like us being forced to sell Maddison to Chelsea, would hurt like hell.

its always a gamble when signing a player
Players need playing time and time to improve and because of less money to spend to top players in other leagues clubs are more willing to give playing time to younger/academy players.
Exceptions are teams like Real M., Bayern M and PSG.

Cruyff: You use too many foreign stars (Yes, that's Barca's Dutch legend)
but the one main problem is not planing long term . which is of course is not easy because of :fans ,sponsors, media and the risk of Relegation
and i not saying but 11 youth players in your starting 11 but throw mayby one or 2 in and if it dosent work sub them

I'm trying to think of an equivalent, it's not quite a Kane situation or a King but someone like, maybe something like having to sell KWP to Chelsea because our own financial mess and watching him go onto have a budding career with them, nah I'd be fuming 😆

football i still a easy game but to many "experts" make it out to be difficult
when i was 15 as a goal keeper and training the first time whith the frist team
was huge difference from shots powers but my second time i was alredy adjusting

but yeh to play youth players : needs balls
