Both Dier and Perisic have been announced as a loan, but we all know they are not coming back.

I'm guessing the deals are structured as a loan for good reasons (eg safeguard player salaries) but I do wonder if Spurs will have been clever with the contract wording so as to exclude them from the category of 'loan' for which the maximum number is 7 ....... unless we are confident we will be well inside that limit.
Does say at the end of the rule that

"At domestic level, FIFA’s member associations will be granted a period of three years to implement rules for a loan system that is in line with the principles established at international level."

So Rodon and Reguilon's loans might not count either this year because they're domestic loans, which would be mean we might be on 4/7 loans.
 
Lloris came in as one of our highest earners, then spent a decade as captain and undisputed starter of a team that, on the whole, went forward as a team/club and started raking money in. I'd reckon he was on way more than "just" 100k a week. Likewise Dier; here for a decade, got two or three contract bump ups in the good times and as the money started rolling in for the club, I reckon his wages must have got to 100k plus.

Must have been a lot going off the wage bill in recent times, in time we'll see how much has gone on it. Think most football fans tend to underestimate how much players are actually on and the "base" wage has kept accelerating in recent years.

Domestic loans won't count towards the total until ~25/26

Look at Charles de Ketalaere who looked fantastic a fantastic forward at Bruges (and more track record than Nusa), moved to AC Milan who then loaned him out to Atalanta to get experience, now starting to look a decent player at AC Milan 2 years after his move from Bruges

So its more likely Nusa will take a year or two to adjust to PL

De Ketelaere is still at Atalanta. He has done quite well there, though, as you’ve said. Wouldn’t be surprised if they negotiate a way to hang onto him this summer.
 
Got a few more tweets from journalists saying it is close followed by some hours later saying he is going somewhere else. That will go back and forth for a day and then we will sign him or nothing will happen. Plenty of time for over and under reactions to go yet!
