It's racist to call any race something. Jews are a race, Scots aren't.
Further the Jew thing is often based on old antisemitic tropes of Jews as money lenders, caricatures of them in popular fiction such as Shylock, and modern day conspiracies of them controlling the world through the financial system. It has roots in antisemitism and frankly is best not said.
Calling Scots stingy is bone-headed and possibly a bit xenophobic but it's not equivalent.
