I keep laughing emoji these types of replies, but it’s really only funny because it’s possible.

Has anyone watched enough of this lad to know if there’s any chance he could be good enough to play CB in the prem?

By all accounts he is dominant in the Belgian league. That alone should be good enough for a Prem backup CB role for a midtable or lower club. I think the only reason he is over there at all is because he is too young to complete a transfer to a non EU club yet (?) He apparently is still rapidly improving, so there's every reason to believe he could be a starter level CB for us as a soon as 26-27. I would take him as our 4th choice CB right now if I could- there's obviously plenty of opportunities for our players to play- especially if we got a coach that could actually rotate a squad properly. Getting him automatically makes Davies our backup LB, which is fine with me since it's vastly better than having none at all.

Tl;dr bring him over asap

I suspect he will be included in Spurs preseason, so we will see how he fares.

And the coaching staff will see him both in training and pre-season games and will make a decision on whether another loan is best for him or staying as part of the first team squad,

Probably that's more important than fans views on the player (see H Kane's thread before Sherwood gave him a run of 7 games where he scored 3 times and start of Poch's reign ..... and even at the end of Poch's first season when he became known as 'a one season wonder' .......as an example of fans views on players and their importance).

Importantly, when he officially joins us this summer, Vuškovic will be considered club trained if he stays with us until he is 21. i.e. we will not be loaning him out again and he will be part of the first team squad, probably as 4th/5th choice in his first full season. If he does not play he will stagnate, so not in club's interests not to play him. Same with Gray and Bergvall. It does mean we have to be careful on how many youngsters we gamble on. We cannot have more than 3 or 4 teenagers in the first team squad without impacting team performance and consistency. Importantly, they need good senior pros to learn from. That is why I do not understand why we are chasing Dibling when we already have Moore, Yang, Bergvall, Lankshear, Gray, Vuškovic, Donley etc. Lankshear is another who needed to stay with us this season (to the detriment to hi sdevelopment) to count as club trained as we signed him from Sheff Utd at 18.

That's what the UEFA rules seem to say, but Woolwich (unsurprisingly given their history going back to 1919 when they went from 4th or 5th in second division to going into Division 1 bypassing other clubs) found a work round for Saliba who was registered as an u21 with PL all the time he was on loan in France.

So Saliba is now HG and Club Trained despite playing in France until after he was aged 21.

Spurs are trying the same strategy with Ashley Phillips on loan now at Stoke so he can become a Club Trained player, and once Vuslkovic is signed in summer we may loan him out whilst keeping him registered as an u21 with PL

I do wonder if this kid ends up even better than Gray or Bergvall. Some of the biggest clubs in Europe wanted him, we paid a huge price for a 16 year old and he is probably at 17 years old already the best defender in Belgium.

I think Ange (and we as fans on tv) get to see him in preseason (with Ange also seeing him in training and we make a judgement

Bergvall and Gray - together with Spence - have been the 2 most consistent players for Spurs so far this season and Dibling has been one of the most consistent players at Soton. And Spurs need a left-footed WF, something Dibling is.
 
Who knows? He’s developing, still years ahead of him. I don’t think his ceiling is high as Gvardiol for example. But he can be good, relieable PL defender
