You.are.missing.the.point.
The point is that he is a better player than he was 3 years ago, all you're doing is a load of mental gymnastics and looking at his form - he could be in poor form for a year relative to his breakout season he's still a better/more rounded player than he was when he was a kid mainly because of mins/experience
His current ability levels have improved from the player he was, hence why he finds himself in the England squad.
