How is our transfer spend directly related to what we earn in Europe? So by that all teams not qualifying for Europe should be able to spend zero?

Having a big amount of money from european competition helps bolster transfer funds.
Large sums also from PL etc, but having an extra 80m (Villa) or 100m (Liverpool) from europe is better than 40m.

Agree, however it also gave us CL which at this stage gives €76m (=City), plus no doubt sponsorship uplifts. So in reality about £120m minimum.

Agreed other benefits in terms of additional sums for sponsorships and indeed match day funds.
But last year finishing 17th n PL, probably 10 places (or so) below we should have been aiming in PL cost us circa £35m (circa £3,500 per place) so the €41m EL prize money really just covered our shortfall in PL prize money. Good to get it of course.
