I don't think VDV got assurances that he'd be starter but perhaps suggested that there's a starting spot at CB up for grabs. Any new CB would obviously see that there's no big gap for him to fill (yet).
Would be very Spurs to spend 60m on Brazil's starting #9 and 12m on a kid for the future with no real expectations, then it's the kid that makes it here.
Transfers are 50/50 success rate so could well be the case! The expensive one was PL proven average - poor goal return, emotive, poor touch and perennial diver so no real surprise he hasn’t made it
