Conte is proven now, unlike Mourinho who was in the past. He's also going to be in an expensive contract. If Levy would have to choose, he'd choose Conte instead of the players (Dele, Winks, Ndombele, Dier and co. come to mind). Son, PEH, Hugo etc are way too professional.
If its him he needs to be financially backed, no nonsense guy that actually looks excited when his team score.
What Conte has above all else is a proven ability to instill a unified, hardworking, intense, winning culture among spoiled, entitled modern footballers.
Talk about the money and the resources and the level of competition all you want, but Juve, Italy, Chelsea, and Inter were all various shades of shitshow when he got there, and the culture changed immediately at all of them.
Conte also won automatic promotion from the Serie B in his first full season twice in his earlier career. He is a serial dressing room fixer.
He's the man for the job. The job is extremely difficult and it may not work, but there isn't a better option we could possibly find than Conte.

More to do with him being an excellent manager and tactician. He brought in players that suit his system and have the right mentality.
Will Levy give him the funds to do that at Spurs?
Jose was on an expensive contract, that didn't stop Levy blocking him from getting rid of Dele, Ndombele and Winks which Jose wanted to do. Jose's tactics were in the past, but his success was quite recent, he won a PL only 6 years ago, Conte won it only two years later.
