This is the worst one of the season for me. That's not a matter of interpretation, that is a catastrophic administrative failure and one that really points at VAR specifically.

Will be interesting to see how they're reffed next season. Feels like they've been massively protected this year - if they suddenly start getting reffed normally again with a crackdown on the set-piece nonsense, it does certainly give credence to the idea the PL were keen for a 'new champion' to shake things up after years of City dominance. Given how unpopular their style of play is with neutrals and the general dislike of set-piece dominance, it will be in the PL's interests to discourage it.
I doubt there was some explicit conspiracy with the PL and PGMOL guys plotting to give Woolwich the title - it was still a very close race until the end - but certainly seems like refs were wary of making decisions that would hurt their title challenge and let City run away with it. Maybe some seeds were sewn somewhere? Or refs just took the cowards way out so they wouldn't be scapegoated by Woolwich fans for killing their title run.
