I recall Rose going to Sunderland and coming back a player. We stopped doing this under Poch and it was a mistake.Fair play to him for backing himself anyway, clubs have much greater incentive to use you well when you're signed as their player than when you're loaned out for 9 months. He wouldnt sign a new contract. Fair play to him that he wants to play and do things the hard way.
Good luck to him, how refreshing to see a young player willing to move down a couple of leagues to ensure regular playing time in competitive matches.

Very few academy players would be so happy to leave their clubs permanently and not on loan. Especially considering how highly rated he supposedly was.

Even if he went on loan there was no guarantee he would get a chance when he came back.
Transfer makes sense for both parties IMO.
