If his performance from the past season is repeatable, and there's little reason to believe it isn't, sixty million is a fair price. It also puts Postecoglou in position to demonstrate that his system works. If you don't get him a striker of Solanke's ability how will you know if it does or doesn't? I'm excited about the signing and I imagine it gives the team a morale boost knowing there's a threat through the middle Spurs didn't have before.
