Hard to judge what Gyokeres is because he's yet to play at a high level, odd Champions League game aside.
Foden has 16 Goal Involvements this season, Kulusevski has 20.
For chances created, big chances created, shot creating actions. xAG Kulusevski = 6.1. xAG Foden = 4.7. Kulusevski beats him for carries, take ons, tackles, interceptions, and blocks.
There is no debate, this season Kulusevski has been the better player.
Overall though Foden is on a different planet to him at his best. People are conveniently forgetting that Foden was the best player in the PL just a bunch of months ago. Kulu is very unlikely to ever get anywhere close to that.

Bellingham is probably the next closest but does he really get into a World 11? It's close but not as certain as Kane.

Depends on what makes you world class. I think if we just mean one of the best in the world in their position then Bellingham is 100% world class. If we mean the best player in the world in their position it's pretty close for him. Kane is the only players we have that I can say confidently is the best #9 in the world and walks into every World 11.
Saka isn't better than Salah so isn't really the best RWF in the prem let alone the world. Dembele at PSG is better than saka atm. Yamal and Raphinha both have a decent claim to be better RWF than Saka as well.
