It’s simply not, though.

Simple tactic. Keep obstructing or fouling the keeper and the ref will let one (or more) go unpunished.

That's a foul every day in modern football, unless you are still attached to how football was played in England 30 years ago. Clear obstruction, referees these days disallow goals for forwards who are offside but not even touch the ball.
Obstructing keepers like that should not happen in a game, not to that extent.
