I absolutely heard it on Top of the Pops.....I actually did question myself at that time whether he actually said that....but was pretty sure he did......I just put the idea in Google and asked the question and this post or another one that answered you showed up.
I didnt know Jeff Beck was a Tottenham fan at that time.
