Yes, no penalties as far as I know. The system only checks for the 3 players limit when you try to make a transfer for the next GW.

Same here. Last year I was totally fucked by injuries in the first 2 weeks, literally lost 75% of my original team selection, and never properly recovered.
This season I have fallen into the trap of selecting City players that Pep hasn't even fucking selected in the matchday squad!!!! I guess Foden and Walker get mins now so I've stuck to my guns and not swapped out but if he doesn't select them this week.....what to do?!? Combine that with a couple of key injuries (Solanke) and I'm off to a shocker again.

I just don’t think the season is old enough to go mad with changes yet. I think I would have made some in the past but with now being able to save up 5 transfers it’s changed my strategy somewhat. Add to that my team has lost value to players who’ve performed well in previous season, it’s increased my procrastination.
However, I always fall back on really trying not to make changes unless I have to as whenever I have knee jerked in the past, it has always been a wasted move more often than not
