I think it was more of a question of Sugar not being willing to match Bayern's contract offer and bring in players to have a proper crack at the title. If we had kept Klinsmann and signed Kanchelskis, Southgate, Ince and Ginola in the summer of 95, we would have been a viable title contender; especially with the wonders Francis did in shoring up our defence.
