75m couldn't even get us Martinez..... It would have (potentially) been a punt on a young Vhalovic (whom Atleti failed to prize away for 70m euro) or a similarly Isak (alleged 90m euro release clause); neither of whom have much more than 1 good season under their belt at the top level.
There's a big problem with the logic you keep using.
If City offered 75m + 25m for Kane then yes that is quite low.
But you're thinking about things in isolation.
If Spurs knew they were aiming to get in some quality players to get back into the top 4, then challenge for more the following season etc then yes that's too low a fee for a player of Kane's calibre considering the fees other players went for. It's not enough to buy an established striker who is guaranteed better or on par with Kane.
HOWEVER
That wasn't the case at all. Spurs have NO intent of even challenging for the top 4. We bought for the future, young boys like Gil and Sarr. We integrated Skipp who the club see as the future. We have written off challenging for anything serious.
So what use is having Kane?! He'll be long gone and past it by the time we' ve assembled a serious side and our young investments reach a suitable level.
Reeks of holding onto a star for the sake of having a star to justify extortionate prices.
The club knew they wouldn't surround Kane with what he needed so they should have just sold him and committed to the buying youth approach.
THE CLUB SAW THE 25+75 OFFER KNOWING THAT THEY HAD NO INTENT TO COMPETE AND THAT KANE'S VALUE WOULD ONLY DROP AT HIS AGE.
So it's not even about having hindsight.
