I feel cautiously optimistic we might be able to get a good CB in this window, even just "adequate" and more reliable than our current crop would be just fine. We have Davinson to offer as a makeweight, he's not exactly great but I think you could convince a mid table Bundesliga side to take a punt on giving him a fresh start and see how he performs. He has had very bright spells in the team under Conte, I feel like he could actually revive his career fairly easily somewhere that can afford to carry his mistakes and give him the game time to keep his confidence up. Leverkusen are in mid table in Bundesliga and not looking like doing much, I think we could convince them to part ways with Hincapie if the numbers are right.

IDK would be a move straight out of the Glazer handbook by Levy, every time the fan sentiment is at its lowest ebb they chuck money around and their fans shut up again for 12-18 months until their next inevitable crisis. It's not enough to win them any admirers amongst the United fanbase but enough to keep everyone quiet. No way Levy and Lewis aren't aware of the anti-ENIC chants being belted out at every game atm.
EDIT: Also Levy thinks we all fucking love deals being done late in the window, he has fond memories of pulling off the VDV deal which was a fucking corker tbf and the Kulu/Bentancur double deal last season probably didn't help but he loves to keep everything schtum until the 31st then we seem to at the very least go deep into the late stages of transfer dealings with some random fucking player we haven't been linked to at all.
 
We need a centre half but centre halfs look best when they aren't exposed for 60% of the game.

Hopefully Son will turn a corner with a couple of goals under his belt for confidence, actually makes sense to start him vs City as he's had good games vs them in the past, apart from that I think ahead of defence we're gonna be pretty well off with Rich, Kulu and Bentancur coming back from injury, Kane got his shooting boots on this season, I think the real issue in the team lies in the back 5, hopefully Porro gives us a bit more industry on the right hand side but we are playing 3 centre backs and only 1 of them is good enough to start (Romero), and 2 are arguably acceptable squad players (Dier and Davies). Tanganga hasn't pushed on from his early promise but will probably stay for the foreseeable to make up HG numbers, Sanchez needs to go for his and our good, and Lenglet hasn't worked out how we'd hoped. We really need to address this issue sooner rather than later, in my ideal world we get 1 CB this window and try our damnedest to get rid of Sanchez, then let Lenglet's loan expire in summer and try to sort out a real classy CB like Bastoni or Gvardiol, spend the Richarlison money of next summer's budget on a rolls royce young CB who can partner Romero for a number of years.

I agree with alot of what you say

I think our primary issue is lack of quality.

When we move up the pitch against a low block our wingbacks/midfield can't provide the quality we need to break it.

When we drop deep we don't have a release ball to either the wings or a midfielder who can distribute under pressure
