Without doing any research whatsoever, I imagine he is making a statement against the state of Israel rather than the individuals representing Haifa. He could have said nothing and his life would have been easier, I'm sure, but he chose to sacrifice his own comfort and use a sporting moment to raise awareness of state aggression (assuming, and it's a very delicate assumption, that was his intention) - given European civilians knew even less of the situation then than they do now, I'm sure he was aware that there would be a backlash to his actions (particularly being a professional footballer in Europe)
