No actually, it would go to the player for their decision. The selling club doesn't have a leg to stand on to dictate that the 60m offer is no longer valid.
Why would the club comment, period? This is not about who wins the comment war. It's about who has the law on their side. Commenting offers absolutely nothing, other than perhaps providing fans some concrete information, which I doubt either club gives a fuck about at this point.

i wonder if mgw and his agent improperly leaked the release amount like a lot of players and agents do and then the bfg (big fat greek) freaked out and is threatening to make life difficult for mgw and that's why he's gone quiet now. bfg's plan now is to make this as difficult and ugly as possible and scupper the deal which is standard business procedure for crooks like bfg. i also think this is a point of pride or whatever for bfg and he'd rather mgw leave for free than go to us.

You seem to be mixing up buy-out clause (which is in Spain and is the ability of a player to buy out his own contract) with release clause.
What happens in Spain is not a release clause
as we are talking about here, and the implementation and implications are not the same at all.

But it appears that Man City approached Forest and asked how much they wanted for Gibbs-White. Forest did not break the NDA and said £100 million. Man City could have put in a lower bid, but decided not to pursue it at that time. If they had known that there was a release clause and its amount then they would have bid £60 million, but they were not entitled to be told about that clause, even if they had made a successful offer.
