There's one that I may have heard of that's £50 a year. Apparently.

The streams occasionally buffer but it's far better and more reliable than some dodgy, pop-up and porn riddled stream.
I've had mine for about 10 years, rarely buffering and all ppv on there. Only once have I seen them open for new members, probably why they've lasted so long

Yup, operates under political oversight. One of the main drivers is lack of resources.

Judges sitting in Court don't make the rules on sentencing. The rules start with Parliament, and then the Council sets guidance. The Judge in Court may find that his or her hands are tied by the system. But the Daily Mail will attack the Judge. The system has been designed by cynical politicians of both parties to make sure that the Mail blames the Judges.

You would have to be an idiot to deal with porn pop ups, inconsistent, low quality streams whilst paying for a VPN when you can get a dedicated TV like UI, all channels, higher quality, no little X's to click with a VPN thrown in for under £5 per month.

Perhaps you haven't used a decent IPTV service to compare properly?
