If they were not doing a tour, the players still need a preseason to build up fitness, and for the manager to coach his tactics and experiment wth some players in differing positions etc.
The only difference being that most of games likely to be against L1 or championship teams with one or two top clubs at the end - so less money as probably no sponsorship against those teams and overseas fans don't see Spurs either.
Pre seasons are essential and have been going on for a full century, typically lasting about 6 weeks or so each preseason - UEFA/FIFA adding more and more games and investing new tournaments such as Nations League, World Club Cup Tournament and adding more games to League/Grouo phase of uefa tournaments are the real cause of fixture congestion.
