Worth looking at how some of our rivals fared in the window - ManU despite being a far richer club than Spurs only got one defender in and lost several attackers so arguably ended with a weaker squad than the started the window with. And their squad is weaker than Spurs if neither club has injuries.

And looking at all other PL clubs, fully half seem not to have signed anyone else, including Newcastle, Woolwich and Chelsea . Arguably the only club to have signed more decent players than Spurs is ManCity
Spurs signed 3 first teamers in Kinsky, Tel, and Danso (without counting Yang who could only be registered at Spurs this window) plus also 3 x 18 year olds in who will play in our u21's - one or two of whom may well train with first team in the short term and might even make our bench and next preseason.
Kinsky looks to be as good or better than most PL GK's so we are no longer dependent on Vicario, Danso looks a dependable CB with the benefit of HG in PL whilst Tel is one of the highest regarded young players in europe, so getting him through the door is an impressive feat : he may turn out to be 'average' or might go back to his 23/24 form where he was very special.
I suspect it maybe Spurs biggest and best January transfer window since Harry Redknapp bought 5 first team players (including Defoe and Keane) in January 2009 following Juande Ramos disastrous start to the season, with only the more recent January window bringing in Bentancur and Kulusevski coming anywhere close.
So with the players brought in .... for me its a definite 7 and if Tel reverts to his 23/24 form it could be a 9 (a mark I've never given to any window)
