I agree, but I highly doubt we are getting locatelli too. Ask yourself, why would those top players leave to come to us, off the back of two 17th place finishes, no europe? We have never been a top club for attracting talent we are at a big low point in that regard. He will have better suitors if he is available.

A number 10 is a tough decision because if we left things alone we would have Maddison, Gallagher, Kulusevski, Moore and Williams-Barnett available to play there but we don’t know about Kulusevski’s fitness or how Xavi will fare after his recovery. Probably going to be one that’s left late in the window after we’ve seen how Kulusevski is in pre-season I think. I think Moore and Williams-Barnett are going to be capable of making an impact next season.

Vast majority of players don't really care where teams finish and that they're not in Europe, providing they don't have better suitors they will come if you pay the money, Senesi started negotiating with us even though we were in a relegation battle.
Providing Locatelli doesn't have better suitors then we'd land him, there's a handful of club who can pay more than us and a handful of clubs who actually need a player like him, plus he's 28.
Suspect he'd probably end up staying though, he's Italian and Italian's don't really like leaving Serie A.

I understand what you are saying but if we have 10-12 (which is what i remember him saying) that he thinks are good enough then we add Robertson, senesi, and 3 top first 11 players that's 15-17 which excludes the usual sub keeper or 2. Then add a couple of youngsters and were not far from where we need to be for a no Europe campaign.
We wont be able to get the perfect squad in 1 summer. 1 or 2 will carry over but be out next window
