This goes right back to the origin of the conversation, which was about getting value for money. If Woolwich think Rice is worth £105m, that's up to them - i don't, and I suspect Levy doesn't either. With Orban, I expect it's a similar thought process - Levy is presumably debating over whether or not Orban is worth £30m, or whether that money would be better put to another transfer (in this window or a later one). (And he wouldn't be alone in that - the jury on here is very much out as to whether or not Orban is the answer, or is worth that fee).
