It said, VdV was going to stay at Wolfsberg as the price they were asking for was €40M and we wouldn't pay that.
No one reliable has said that VdV has a 30m euro release clause.
If we the issue wasn't budgetary, the second CB we'd be looking to get would be in the 30m+ price bracket like Tapsoba and VdV. Instead, Tosin is likely around 15m. So it's very likely to be budgetary issue, and very unlikely that Tapsoba or VdV have declared that they won't sign if the other does.
Well, obviously that is very much a matter of opinion. I don't think it's that unlikely, with reasoning as explained by both me and many others on numerous posts in the last few days. I guess we'll never know who was 'right' or 'wrong' on that one.

It’s not simply a matter of the fee.
With a larger fee typically comes a larger salary.
With the state of European football as it is, you can’t move an underperforming player on a large salary. The last thing we need right now is to get stuck with another bad CB that we can’t move, exacerbated if they take up a non-HG slot.
We really do need to get this right.
Tapsoba and VdV will both be significantly more expensive than Tosin, who has one year left on his contract.
