It depends whether the release fee clause specifies payment in one lump sum.The player gets to decide if multiple clubs meet the release clause. (In reality, the player gets to decide on almost every transfer.) The difference with the release clause is the selling club gets zero say.
There is absolutely zero reason a club will ever pay more than the release clause.
