How is playing football and training with Premier League standard footballers wasting a year of his development? When you're also saying loaning him out is also wasting a year of his development?

Veliz would be best served playing U21s.

They play the exact same way as the first team (So hopefully pathway is clearer) so he can get used to the style of football whilst playing at a level he should be better than. But it'll be him getting game time and keeping fit whilst training with the first team and getting used to the country and style.
Maybe until January but he will be best served by going on loan in Europe or low prem/high champ.

That is the plan he was clearly bought for.

Absolutely. That's just smart business.

He plays U21s until January. Best case scenario he smashes it at that level (as we would hope), getting used to Ange ball in the process. Training with the men in the first team in the mean time... Find him the perfect loan in January. Returns in the summer ready for pre-season.
