Richy scored as many non Pen goals in the prem last year as Toney has done in his best season ever. Richy is more mobile and does much much more work without the ball than Toney.
If Toney comes in he’s ending up an expensive back up that we can never get off the books and stops us signing any more forwards.

He’s a known quantity and a known quantity that isn’t a prolific goal scorer and has known issues with betting against his own team and the fans that pay his salary.
The others have some risk because they haven’t played in this league but at least you don’t know that their ceiling of potential isn’t below what you need.
