Worth looking back over last few years transfers in when Paratici (joined June 2021) and then Lange have been in charge of recruitment, before then recruitment had been not just poor but positively bad since about 2016 - which becomes obvious when you note all the players in squad today have arrived since 21/22 with the exceptions of Son (bought 2015) and Davies (2014) but nobody bought between 2015 and 2021 is in the squad today - a huge 6 year gap in the recruitment,
2021/22 - Gil, Royal, Bentancur, Kulusevski, Sarr, Romero, Gollini (loan). (7 players)
2022/23 - Richarlison, Bissouma, Udogie, Porro, Spence, Danjuma (loan), Perisic, Forster & Lenglet (loan).(9 players)
2023/24 - Johnson, Maddison, Van de Ven, Dragusin, Vicario, Veliz, Phillips, Werner (loan) & Solomon (9 players)
2024/25 - Solanke, Gray, Odobert, Bergvall, Kinsky, Tel, Yang & Danso (8 players).
33 players arrived over 4 seasons, of those IMO these are the 'poor' transfers in :
Gil (physically just not built for PL)
Royal (bought to play 442 and a limited player, but I can see why he might have appealed to Nuno.
Gollini (loaned in from Serie A, didn't inspire confidence as PL gk, but a loan so he goes back)
Richarlison (Horrendous injury record, but 2-3 months scoring almost every game. What might have been ?)
Danjuma (loan), (not quite at standard we wanted, but a loan so he goes back)
Lenglet (loan) (not at standard we wanted, but can see why he appealed to Conte)
Perisic (too many injuries to really evaluate, but Conte's top pick)
Werner (loan) (Has failed to get back to his standards or 3 or 4 years ago - but a loan so he goes back)
Solomon (too many injuries at Spurs, think he's really a lower PL player)
Phillips (£2m 18 year old who has done well on Championship loans. Decent punt)
Veliz (Has not lived up to Argentine reputation, should be at lower leagues to see if he can make it in PL)
2024/25 Maybe too early to evaluate but look good so far - only Yang might take another year on loan, whilst Tel is still a bit of an enigma)
Overall there are few if any totally rubbish transfers, although clearly Richarlison's £60m injury ravaged career at Spurs sticks out : over priced for sure but maybe as much bad luck as poor transfer, Gil is physically unable to cope with PL and a few such as Werner, Danjuma and Solomon are not really at the level Spurs need.
Bissouma has not lived up to the standards he had at Brighton, but that's about consistency as he has good matches, just too few of those and too many 5/10 matches. Not a great buy but not necessarily poor recruitment. Others will pick out players they don't rate, which is fair enough.
Overall we have brought some very decent players in, although few if any are 'top stars' (although a number of youngsters do have that potential development but it might take a while) and importantly only 1 out of 3 players coming in are probably not good enough for one reason or other (which is better than average).
It would be odd to expect any major changes this summer - so circa half a dozen players or so to arrive of whom maybe half are definitely first team ready with others maybe good youngsters (eg Gray, Bergval) and one loan in. So another gradual improvement in first team quality - not spectacular but solid long term progress seems to be Levy's declared management style.
