Hard to interpret without watching.

Savinho has to happen 60m, 65m, 70m i couldn't care less about the cost.

Hoping Paz is the second one as i think he is the best option once you remove the pipe dreams like Rogers etc. Its probably more likely to be akliouche (French wifi password) instead as its probably an easier deal. He will cost around 45-50m though and would be fairly overpriced imo.

The full quote was actually what’s already done and it isn’t encouraging about how much more he’s expecting

I'd love for Savinho to happen, but it won't be because Levy wants to save face. I doubt he gives a shit. I would prefer a #10 over Savinho, though. Even when Madders and Kulu are back, we'll definitely need on more quality player in that position.
