He also seemed to be saying not if one of them had major doubts it wouldn't happen, rather if one of them had major doubts that's not right because the three of them need to decide not one of them.
Whatever way I look at it, it seems that he opened his mouth, and it all came out like he didn't know how best to answer so he tried to cover all bases in one paragraph.
