While it's being sorted perhaps the thread title could be corrected to say the truth, that some clubs propose to change the format. Nothing is decided and nothing has been presented to UEFA so the title is wrong and misleading.
Did you even read the article you linked to?

Can you imagine the impact on national leagues if UEFA did implement automatic qualification for an elite group of teams. You could hypothetically have a situation whereby a team, let’s say Woolwich, automatically qualify for the UCL but knowing they are miles away from winning the PL, just finish mid-table or worse season after season as there is no impetus for them to fight for the top four places. They’d effectively be another mid-table team that just concentrates on getting the magical 40pts and having little else aspiration to improve. That’s not even considering the fielding of weakened teams in domestic games etc.

This is such a rotten concept for the competition.

Well what it points to is the much rumoured European Super League. Structured in a similar way to US sports leagues without relegation / promotion. The ultimate aim one would imagine would be for the clubs involved to break away from domestic leagues.

Obviously the attack at PSG / City is valid but it reading between the lines its another attack on EPL and their comparative wealth. I don't seem to remember this being an issue when Italy / Spain were the top earners. There is a anti English vein running through UEFA imo.

Organisations and institutions have a responsibility to redistribute the wealth that we generate. All of us, the Spanish league, the Premier League, Uefa, Fifa. I don’t think we are helping football in any way if we generate wealth and it just goes straight back to the big clubs. In the end instead of having 12 Ferraris, they have 15. We’re dealing with major clubs generating a huge amount of money. So our aim is to redistribute that wealth.”

Only whilst the covid effect is in place.... Once back to a normal landscape why would they ditch the home & away format if it means more TV & sponsorship money?
The single knock-out format will usually make it more dramatic viewing, though the 2 leg ties were pretty dramatic last year to be fair.
