We don’t have any money and have to sell before we buy. It’s obvious.

We also want high sale prices so in turn, nothing happens. Perhaps Conte’s replacement will get the best out of Winks and Dele in 2022/2023 after a fresh start (like new signings)

Sure, but those tend to be dependent factors. It's easy to identify, buy, and integrate your targets early in a window when money isn't really the issue. If you are more cash strapped then you are actively looking for and waiting on deals to come by.

We are one of the bigger anomalies in that we have the funds but still looking for the deals at the last minute.

Our transfers are a joke other clubs laugh at us with ENIC playing the role of the poker player.
Luckily my expectations at spurs are set to zero so anything remotely happening is seen as a win or result a laughable football club.

The same reason why the majority of clubs waits until the end of the window, that's when the money is going around and that's when the best deals take place.
