I get your point, I do...but really we're wealthy enough to sign any player on that list. Money ain't the issue, the will (or lack thereof) is.

Also, if you never test the water, how are you ever gonna know whether such and such would play for you? Maybe if we showed them lads we got proper ambition to compete with the big boys, they'd be more inclined.

Again, you’re ignoring the fact that players have agency.
I could go through the full list but a couple of obvious highlights:
Bastoni categorically stated that he wasn’t going to leave Inter and some of the less fortunate here still regard that as a failed transfer because of his links to Wiggy.
Gvardiol is going to become the highest fee in the history of world football for a CB and was linked to the two best club sides in the world. Again, it was stated categorically that he wasn’t for sale when we were linked last year.
We might have gotten Skriniar three years back. He signed a pre-contract with a team guaranteed to win domestic trophies every year and qualify for UCL. I can’t find his PSG salary but €12m has been mooted with a huge sign-on bonus.
DeLigt is playing for an eleven time repeating domestic champion who are guaranteed UCL football every year. He makes more than £260k per week.
No 23 year old footballer at the top of their game is going to move from Bayern to Tottenham anymore than someone is going to go from Tottenham to Ipswich if he can play at the higher level.
Moving the needle to get a player with these profiles is going to take more than a billion pounds of the owners own money — actually, it will take two billion over a decade to be on equal footing with City. It took them about a decade and more than a billion and plenty of cheating to get them where they are.

Even if he had the stomach and will, he doesn't have the money for it. People greatly misunderstand the level of Lewis' wealth. He isn't that wealthy, he's worth about half as much as Kroenke and at least 1/3rd of his net worth is Spurs. The idea that he's going to liquidate his other investments and roll the dice on Tottenham is delusional.

I wasn’t going to go there because of the general idea here that all billionaires have more than enough to compete at the top end of the EPL. It’s just their greed that holds them back.
 
I wonder if things would differ if all fees were undisclosed

Would clubs pay as high without pressure of fans knowing the cost.

Would players who have perhaps underperformed play better without the pressure of the fee that was paid. Etc.
Good point, although there will always be the pressure of expectation on a quality player. Whether the fee was high, low or unknown, that particular player will always feel that pressure of expectation. Some will thrive on it, others will crumble because of it.

As to how much would be paid, I doubt the amount being undisclosed would change the landscape. Selling clubs will always want the maximum, loaded clubs will always pay it. This society is fixated on money, it's the new God. Christ, we see evidence of this every window when we have fans fixated on "winning" a transfer window.

With the Saudis, Kuwaitis and Qataris now stepping into the picture, that greed has gone up a notch in Football. Look at how many fans are willing to sell their soul just to bask in the reflected glory of what a multi billionaires money can buy.

It will only get worse.
