Biggest regret is that we had the best player to ever grace a Spurs shirt for a decade, the all time England scorer and would be all time premier league scorer, and yet not once did we ever try to match his ambition and witness his full potential. Yes we signed a big name manager or two, all smoke and mirrors stuff, but when it came to it, we never had the balls to compete with his ambitions on the field.

Levy wants to do the deal, so I think he'll 'encourage' Kane to leave if there's any hesitation. Putting out that it's up to Kane to decide is a bit unnecessary but it helps emphasise that Levy is a reluctant seller, which to be fair, he is.

He’s right. He doesn’t. He signed a very long contract and is perfectly entitled to see it out and walk away.
He’s more than earned his wages (and then some) so nothing owed at all.

Again, he has zero inside info and he's not saying he knows, but the feeling is he's staying, he's quite adamant about it. The source for this story is "in Germany". Could be true, could be he is staying and this is some saving face from Bayern, which might look like Bayern had an offer accepted and Kane said no. No one knows other than a tiny handful of people.
Also, there is a lag here - there absolutely was a feeling he was staying coming out of the club yesterday. Maybe that's just a spin deliberately put out to nudge Kane if it was needed. Maybe yesterday it was all tied up and he's off, or yesterday he said no. Or maybe it was just a coincidence.
