I hate to sound cynical here but Son is likely going to be leaving within a few seasons and he has a sizeable base of dedicated Korean supporters that regularly turn up at the ground to watch him play and that is a LOT of money and a LOT of arses in seats to lose once he leaves.

I don't think Levy is prepared to lose that supporter group and I think that's why this signing has happened.

Now obviously, if he turns out as good as Son did then it's a win regardless but I think the intention behind it is pretty obvious from a business perspective because come rain or shine Korean players in the PL have a sizeable support that will turn up and pay for tickets.
Sure, and the Bergvall signing was done to ensure Swedish fans keeping coming after Kulu retires, Vuskovic was signed so we'll keep having Croatian fans after Perisic was released, and Gray was signed so we'll keep having English fans after Forster retires.

And Koreans know ball. They are Spurs fans thanks to Sonny in the same way young me really fell in love with this club because of Gazza.

Koreans don’t come en masse just to see Sonny, they come to support their club and new fans wouldn’t come because of Yang unless he’s in the team and playing really well.
 
Are you? We've made a habit of signing talented teenagers from all over the world, but now that one of them is Korean it's apparently all about shirt sales.
Money on us signing a young Korean/Japanese player in the not so distant future...obviously for footballing reasons.
Over a fifth of S.Korean football fans had Tottenham as their foreign team recently, if you think this isn't majorly motivated by foreign support and finance over football, then you're completely delusional.

No one is saying he's not a talented player with potential, but get fucking real.

There is always a certain amount of commerce involved in decision making in business, Levy likes to try and preserve what he has and ensure continuity and growth. I dont begrudge him for that!
