If that was true he would already be a Spurs player.

In what way? There are two issues clearly -

Bayern will need to decide what deal they want to do, a loan or a perm deal.
The player hasn't yet decided which club he wants to sign for.

It isn't about Spurs. I mean, sure we might end up missing out on him because we won't offer the best salary or project, but it sounds like that isn't the issue right now.

Every time I have seen Tel for Bayern he looks pretty shit. Though they generally do put him out wide where he probably doesn't want to play. Also find their interest in Nkunku strange when they already have a hundred other wide players. Unless they just see him as backup for Kane through the middle.

His first season he was averaging a goal every 70-odd minutes. This one he’s barely played so hard to gain any fluency or rhythm.

I think it would be a good idea to recall Solomon, he's better than Werner anyway. He can probably play on the right so we could use him for rotation on both sides.

We are obviously willing to go large and pay what Bayern want for a top young talent

Sane, Gnabry and Coman are on their way in the Summer apparently, so I reckon Bayern would prefer a loan. That probably suits us as well and Tel would want some kind of guarantee that he isn't going to be playing in the Championship next season. It's a 3 month loan that means we probably never have to watch Werner again ... so just get it done.

I wouldn’t think Lange would travel to Munich if we weren’t seriously trying to do a deal.

I think it will be down to the player and where he wants to go. He’ll have CL aspirations having been at Bayern.

The one advantage we have is he’ll walk into the team and play lots of minutes.
