His lack of pace is pretty obvious, though, and I am not sure if there really is way to speed him up considerably...
Dean Huijsen & Zabanyi aren't exactly speedsters either but are doing quite well in the EPL.

Yeah if he puts in the work. Same as track athletes. You build up leg strength, things like box jumping to get explosive power.
then work with specialist to improve your technique,posture, stride, arm movement , ground contact time. It could be quite alien to him depending on how he currently strides
I did it at University, and I definitely got massive gains just from havin the correct form

Think it’s called plyometric training where you do short explosive movements, there is also tendon strengthening exercises which adds to explosiveness.
 
Not seen enough of him to make my own judgment but from reading comments about people who have watched him.
But, as mentioned, Huijsen is not a speedster. And players like Vidic and Terry weren't fast either.

Defenders can make up a couple yards of pace in their heads by reading the game in front of them.

I bet he’s not slow though. The Croatian Football journalists I know think he’s a physical specimen and will be dominant even at PL level before too long.

We are talking about a professional player here who's most likely been told about his lack of pace already and consequently been trained to run faster for a few years already. I doubt very much that training aimed to speeding up players is alien to the academy he came from, Dinamo Zagreb.
There is only so much faster a player can become.

Not sure about that, all you have to do is look at all the weird running strides in the prem to know that there isn't great focus there
 
Luka Vuskovic can contemplate the oppositions plans and act accordingly , Jacek Kulig, a scouting expert, stated that Vušković has no significant weaknesses to his game . I'm really looking forward to seeing him in a SPURS Jersey.....COYS

People have become over enamoured of Mickey VDV super power. You don't need to be this freakishly quick to be an elite centerback. Billy Gallas, Chellini, Bonnuci, Rudiger, these guys aren't super sprinters. The kid belive it or not, hasn't finished puberty. May get a bit taller elongate his frame that heft he's currently carrying will be easier to move.

What people are doing is looking at him now and imaging him in our first team. That's not happening period. He's two to three years off this and that's okay. He can indeed become loads of things in that time. Taller, quicker, lighter, more mobile. He is still in transition so all judgement is ridiculously premature ( and only for a bit of fun). He looks a right prospect. He only needs a few incremental gains to become a complete beast. Needs also as pointed out to practice the actual football side.

Gallas wasn't slow either though, and at times was used as FB. Thing is, all those CBs you mentioned (one could include Terry and Vidic as well) played under head-coaches who knew how to use their strengths. Spurs most probably play the most high-pressure system ever seen in the EPL (even with 8 outfield players like vs Chelski) that is not compromised under no circumstances, which requires lots of pace for a CB to efficient. Angelos does seem to have learned how to adjust his high-presure tactics recently, though...
