Not so. You are right in a sense that obstruction is a Law that is often not enforced. The key thing in terms of whether refs (I am one - perhaps not a great one) is the intent to play the ball and a further issue in this case is the force with which the Ipswich player impacted Danso. Arguably either of those is a foul, though in this case I'd be inclined not to give a foul solely on the basis of the latter. The fact he's run straight into Danso, has not had a realistic chance of getting ball (from what I can see) in doing so, and prevented Danso getting the ball, qualifies it as a legitimate obstruction foul (even if I agree that obstruction fouls, per the Laws of the game, are often not given).
