It's become an assurance for top teams who miss out on CL spots to get back into the CL. There is tremendous value in that (and surely, the political reasons for the CL spot being given and eliminating the drop ins being just that). It's surely a negotiated outcome following the Super League Fiasco.
Yes, the level is lower than the LC. But winning the LC (or even the FA cup) in no way gives as much a reward outside of the fact that you're winning a trophy.
If your league is looking unlikely for a CL contention, it absolutely makes sense to focus on Europa. However, that neither justifies a poor league outing, nor risking relegation, nor even follows Ange's narrative that he sacrificed the league since January for the cup (his team selections in the league don't bear out his assertion until April).
