Well that's exactly it, there was never any need for investigative journalism really. None of this was ever a secret.

Abramovich and Chelsea was something the football world didn't see coming. Once that had happened, it's ridiculous and shameful that the powers that be let City operate with such impunity.

For better or worse Pep's legacy is as a revolutionary tactician and football thinker, rather than a winner and great champion per se.
 
I don’t think Peps legacy is that controversial. We all know he is probably the best checkbook manager of all time. Give every manager unlimited resources and he will probably perform the best. City didn’t spend that much more than United and pep significantly outperformed them.

But if he had to manage spurs or Liverpool, he likely would not be as successful.

Too scared of Abu Dhabi coming after them and suing or harassing them. It is similar as it was with Abrahmovich at Chelsea. Nobody dare speak out against him during his time there as they all said afterwards and the same has been said about city's owners.
