Well Man City were in the 2nd tier when ENIC bought Spurs, and now they're the most successful club in the world over the past 5+ years.
The point was just that a lesser club with much greater financial restrictions than even ENIC place on turnover:spending has managed to win several trophies over ENIC's tenure. So even aside from the whinging about spending, they've been beaten to the punch by a club that somehow manages to instill belief in the squad that they can fight and win big matches in big moments...meanwhile we just always seem to come up short.
Whether it's an important cup match, a final, or just a big league match which gives us an opportunity to climb into/cling onto the race...we serially spit the bit. Across a half dozen managers and completely different squads. The habitual coming up short is in the air at Tottenham the past decade.
