The main thing is that since about 2018ish it's got a lot more expensive to play this game, and Levy is a rich man on paper, but it's all tied up in Tottenham. It will feel like spending "his" money, because it is. And it's also true that for every high cost/high wage PL player, there is a low cost/much lower wage player who turns out to be just as good.
FWIW I think if Levy could just have backed Frank a bit more, and continue to back him over the next couple of years, he might well find his asset value increases by much more than the outlay
