I wasn't saying we have a squad problem, nor looking to start arms flailing, but he's as English as Lamela when it comes to PL squad rules.

There's two types of homegrown, Country and Club, afaik we are required to register 3/4 club HG for CL and 8 country HG.

To count as homegrown for either you need to spend 3years between 15-21 at in the country or at the club to count as it
 
It probably helps us that he doesn't count as HG. We don't need him, we have way more than the required amount of HG players. It makes him less appealing to City, United, Chelsea. Granted, Levy hasn't sold to them recently, but having them chase him can only be harmful and could open the door for a foreign buyer.
